Signalling happens on Snapshot at no cost to members; execution is a 2-of-4 multisig whose every transaction is published. Locked tokens still vote.
How decisions happen
If casting a vote costs money, participation collapses and governance becomes theatre performed by whoever can afford the gas. So voting runs on Snapshot, off-chain, where a vote costs nothing at all.
Execution is separate from signalling. Passed proposals are carried out by a multisig whose signers are public, and every resulting transaction is published. Nothing moves without a vote behind it, and no vote costs a member anything to cast.
One thing most token projects get wrong, fixed by design: tokens sitting inside vesting or backing locks still carry full voting weight. A lock that silenced its holder would sell them something other than what was advertised.
